UK cosmetics law has required a Responsible Person for every cosmetic product sold in Great Britain since long before marketplaces started checking. The RP is the UK-established business that holds the Product Information File, notifies the product through SCPN and answers to the authorities. If you are based outside the UK, you cannot be your own.
What has changed is enforcement. Amazon UK, TikTok Shop and other platforms are now expected by regulators to make sure the products they list are compliant, so they ask sellers for Responsible Person details, notification evidence and a compliant label. Sometimes the request comes before you can list, sometimes as a compliance email after your first sales spike.
The email usually gives a deadline and a list of documents, and the listing is paused if the deadline passes. That is the moment most sellers discover the requirement existed.

With complete files, notification can be done within days. Products that still need a safety assessment take longer, and we will say so at the start rather than after you have paid.
